The Republic of Azerbaijan
has received a credit from the International Development Association (IDA) in
the amount of US$ 50 million equivalent to finance the Health Sector Reform
Project (HSRP), and intends to apply the proceeds to payments for goods, works,
related services and consulting services to be procured under this project. The
project is also financed by USAID, UNICEF and WHO. Bidding for contracts
financed by IDA will be governed by its eligibility rules and procedures.
The services include provision of services by an individual consultant to
develop PHC Training Plan for Doctors (contract No. HSRP/HR
Strategy/CS/IC/6.10).
The development objective of the project is to improve overall health system
stewardship and financing and to enhance equitable access to and technical and
perceived quality of essential health care services in selected districts in a
fiscally responsible and sustainable manner with a view to improving health
outcomes.
The individual consultant will assume the overall oversight and coordination
responsibilities toward the achievement of the following objectives:
· To develop a 10 months PHC training plan and
modules for Training of Trainers (TOT) courses to 10 physicians who will become
Clinical Trainers - TOTs of PHC physicians in the pilot regions. TOTs will be
selected according to their knowledge performance outcome. TOT training plan
will consist of the two following parts:
1. “Training of trainers” adult teaching methods
2. “Training of PHC physicians” clinical skills improvement
Training of Trainers course outline
- · Basics of education psychology -
the aim is to introduce to the main psychological statements of education.
- · Methodology of clinical
teaching, approaches and principals. Features of clinical teaching-the aim-to
introduce the participants to the new approaches in clinical training.
- · Theory and practice of clinical
training - the aim - to introduce the participants to the conduct of clinical
trainings.
- · Knowledge and skills /competency
evaluation methods - the aim - to familiarize the participants with knowledge
and skills evaluation methods.
- · The role of exercising in clinical education.
Combination of exercising with other training methods-the aim-to introduce the
participants to the role of exercising in clinical training and to combining
with other training methods.
Training of trainers’clinical skills improvement will consist of two parts:

Assess existing training modules and suggest ways to strengthen them using
examples, exercises and case studies.
The Project Implementation Unit (PIU) within the Ministry of Health now invites
eligible consultants to indicate their interest in providing the above
services. Interested consultants must provide information indicating that they
are qualified to perform the services (CVs), description of similar
assignments, experience in similar conditions, availability of appropriate
skills among staff, etc.).
An individual consultant will be selected in accordance with the World Bank’s Guidelines:

Consultants by World Bank Borrowers, May 2004.

The Republic of Tajikistan
has received a grant from the International Development Association (IDA) with
co-financing from the Swedish International Development Association (SIDA) and
the Swiss Development Corporation (SDC) toward the cost of the Community and
Basic Health Project. Part of the grant proceeds will finance:
· Technical assistance in
strengthening health finance management capacity
Component B of the Community and Basic Health Project includes financing of
trainings, local and international technical assistance, workshops/seminars and
study tours to support the implementation of per capita financing for primary
health care and implementation of the Basic Program of Medical Care Services.
This will require two streams of activity—one in primary health care (PHC) and
one in hospitals—and will be carried out initially in the 41 rayons of Sughd
and Khatlon oblasts. It will also require capacity building in the Economic and
Financial Relations Unit of the Ministry of Health (MOH), Rayon Finance
Departments of the pilot oblast Khukumats, and the Finance Departments of the
Oblast Health Departments.
The Project Implementation Unit now invites eligible consultants to express
their interest on the above mentioned assignment.
The team of Consultants should include a group of experts with international
experience for provision of consulting services in the sphere of health
management (finance management, planning of health systems). Experience in
conducting activities related to health staff training in the implementation
skills of organizational and financial reforms. Experience in training on
health finance management in Central Asia or
former Soviet countries is preferable.
Duration of the assignment is expected to be 7-8 months and will require
traveling to Tajikistan.
Expressions of interest should be accompanied by a brief statement about the
consulting firm including relevant/required experience and background, and
contact information on clients from previous similar assignments whom the
Client can contact for references.
A Consultant will be selected in accordance with the procedures set out in the
World Bank’s Guidelines: Selection and Employment of
Consultants by World Bank Borrowers, May 2004.

This request for expressions of interest follows the general procurement
notice for the project that appeared in UN Development Business of No.
699 of 31 March 2007.
The Republic of Tajikistan has received a grant of US$
6.5 million, from the International Development Association toward the cost of
implementing a Avian Influenza Control and Human Pandemic Preparedness Project.
The objective of the Project is to build productive assets of rural communities
in selected mountain watersheds in ways that sustainably increase productivity
and curtail degradation of fragile lands and ecosystems.
The project development objective is to minimize the threat HPAI infection and
other zoonoses pose to humans and poultry in Tajikistan, and to prepare for,
control and respond to influenza pandemics and other infectious disease
emergencies in humans. The project will focus on three main areas: (i)
preparedness and planning, (ii) prevention through public awareness and
surveillance, and (iii) response and containment in case of an outbreak.
The Project Management Unit now invites eligible consultants with significant
experience in Central Asia or in countries where conditions are similar to Tajikistan to
indicate their interest in providing the services. The consultant will be
responsible for assisting the PMU in the planned international and local
procurement activities under the Project. The duration of the consultancy is
one year and may be extended subject to satisfactory performance.

qualified to perform the proposed activities. A competent Consultant will be
